项目背景
随着世界工业经济向服务经济的转移,全球经济现代化水平的不断提升,电子商务与信息技术的发展正在促使传统的国际贸易以及贸易服务领域发生深刻的变革,呈现出以电子商务服务为特征的新型贸易服务业。
目前,发达经济体成员与发展中经济体成员在电子商务的环境建设和应用方面仍然存在较大的“数字鸿沟”,特别是发展中经济体对电子商务的了解、认识以及应用都处于初级阶段,电子商务发展环境建设还处于初级阶段。中国政府作为APEC成员加强经济技术合作的积极倡导者和参与者,世界第四贸易大国,十分重视电子商务对经济现代化建设的重要作用。为促进APEC区域内贸易便利化和效率化,降低贸易成本,改善贸易环境,同时,为更好地推动我国电子商务及信息化建设,帮助企业在蓬勃发展的贸易市场中提升竞争优势,进一步加强APEC地区经济贸易可持续发展,APEC电子商务工商联盟和中国国际电子商务中心将聘请国内外权威的业务专家为政府官员和企业提供短期、模块化电子贸易和供应链管理的培训课程。
本次培训经2005年11月在釜山召开的APEC领导人非正式会议的正式批准,全部课程设置都经过APEC电子商务指导组(ECSG)的监督和指导。

Background
Along with
the shift of industrial economy towards service economy worldwide,
the modernization of global economy is advancing constantly. The
development of e-commerce and information technology has urged
dramatic changes to take place in traditional international trade
and trade service areas, the brand new trade service industry
characterized with e-commerce service is emerging.
Currently,
the "digital gap" between developed and developing APEC
economies is still large in terms of e-commerce environmental
construction and application; in particular, developing economies'
understanding and application of e-commerce, along with their
environmental construction for e-commerce development, are still
in the primary stage. As the active initiator and participator
for enhancing economic and technical cooperation among APEC economies
and being the 4th largest world trading country, China has paid
great attention on the important role of e-commerce in accelerating
the economic modernization construction. With the aims to improve
trade facilitation and efficiency, reduce trade costs, optimize
trade environment in Asia Pacific region, as well as to better
promote China's e-commerce and informatiztion construction, help
enterprises lift competitiveness in the booming trade market,
and further guarantee the sustainable economic and trade development
in APEC region, APEC e-Commerce Business Alliance and China International
e-Commerce Center will invite authorized business experts home
and abroad to offer a short-term, modularized training course
on e-trade and supply chain management to the officials and entrepreneurs
in Asia Pacific region.
This training
program was formally ratified at the APEC Leader Informal Meeting
held at Pusan in November 2005. All the courses were selected
under the direction and supervision of APEC e-Commerce Steering
Group.
